Special behavior

Lets the player broadcast a typed shout message to all online players across every server, displayed in a random color. Messages must be 3-100 characters, pass the chat filter, contain no line breaks or rich text, and can only be sent once every 10 seconds; megaphones are blocked in certain areas and in the Testing Realm.
