Summon a Blizzard that stacks Freezing on enemies inside it and damages them over time. The storm grows in size and deals a burst of damage at max size.

Large ice pieces now fade and shrink away over 0.25 seconds after the storm ends. Icicles disappear 1 second sooner after their particles finish.
