A decree of higher authority than Ethera's. Boosts Ethera's drop rates. After the first contract, increase to bonus drops is cut in half (to a minimum of +5%).

Special behavior

Can be used while Ethera is present to increase her bonus-loot and gold multipliers. The first contract doubles both multipliers; each later contract adds 2 divided by the number of previous contracts to each multiplier, with a minimum addition of 0.05.
