Special behavior

A staff-only megaphone restricted to junior developers and developers: it prompts for a message and broadcasts it to all online players across servers with an orange [JrDev] [Shout] tag. Messages must be 3 to 100 characters, pass the Roblox chat filter, contain no rich-text characters, and can only be sent once every 10 seconds; shouting is blocked in restricted maps and the Testing Realm. The item is never consumed.
